Welcome to the Local Resources 21 Toolkit website
The Local Resources 21 on-line Toolkit is a product of the ACTOR (Aalborg Commitments Tools and Resources) project. The project has been undertaken by a European consortium of 7 partners, led by Sustainable Cities Research Institute at Northumbria University. The other partners are ICLEI Europe, Ambiente Italia srl, Abo Akademi University, Med Cities, Union of Baltic Cities, and Regional Environment Centre (Poland).

How does the Toolkit work?
The Local Resources 21 Toolkit provides resources and guidance to assist local governments in making effective progress towards local sustainability implementation, and is based around the principles of the Aalborg Commitments. The Toolkit is free of charge and is currently available in 7 EU languages, including English.
The Toolkit contains a database, divided into the 10 Aalborg Commitments. Under each Commitment you can find a list of resources. Each resource has a summary of, and web links to, relevant tools, policies, examples of good practice, and organisations that support the implementation of the Aalborg Commitments. In association with the Toolkit, an Implementation Guide explains the 5 steps of a sustainability management process that local authorities should undertake in implementing local sustainability policies.
What are the benefits of using this tool?
The Toolkit has been designed to provide easy-to-find resources for local governments implementing policies for sustainable development. This will save local governments valuable time in searching for the right piece of information or example of good practice.
